Choosing an Electronic Document Management System: A Field Study

A detailed account of the document management system procurement we ran for ARCA Savunma: an objective scoring method, an anonymised comparison of eight products, and the outcome.

Why an electronic document management system?

Internal and external correspondence, signature workflows, printing and duplication all have to be managed efficiently in modern organisations. Handled the traditional way, these processes cost time and money. Electronic Document Management Systems (EDMS) offer a way out.

An EDMS stores, organises, routes for signature and distributes documents digitally, saving both time and effort. Search times fall, error rates from manual handling drop, and the space, materials and energy that physical document management consumes are all reduced.

Why the choice matters, and what to judge it on

An organisation procuring an EDMS naturally focuses on internal and external correspondence capabilities, but products differ on criteria that add real value.

  • User-friendly interface: how easily documents can be found and managed directly determines process speed.
  • Integration: working alongside existing ERP, CRM or accounting software keeps data flowing.
  • Security: encryption and access control are critical, particularly for sensitive documents.
  • Cost: the long-term financial burden — licence, maintenance and change-request costs must be assessed together.

Cloud solutions bring lower entry costs and easier access; on-premise systems can offer more control and tighter security. During migration, staff onboarding and a thorough training programme are what determine success.

Field study: choosing an EDMS for ARCA Savunma

We ran an EDMS selection process for our client ARCA Savunma, a defence industry manufacturer, and reached a decision within two weeks using an empirical scoring methodology.

Eight products were analysed in detail using a criteria-based evaluation method. The vendors assessed were those reachable through their official websites, contact forms and e-mail; vendors that did not respond to our enquiries were excluded.

Selection methodology

Each product was scored on:

  • Vendor references and standout capabilities
  • A criteria matrix covering internal and external correspondence, archiving, security, integration and regulatory compliance
  • Ten-year cost, with maintenance fees escalated at the producer/consumer price index and adjusted for inflation
  • Positive and negative aspects not captured by the criteria matrix

Scores were built from the vendors' own presentations, their answers to our questions and open sources. In the criteria matrix each product was rated High (10 pts), Medium (−5 pts) or Low (−10 pts). Cost figures are shown on a five-level symbolic scale for confidentiality.

Criteria assessed

The matrix runs to more than thirty headings: internal correspondence (document flow, approval, signature), external correspondence (registered e-mail, e-mail and postal integration), QR code or e-signature verification on incoming documents, archiving and filing plans, retention periods, version control, OCR keyword search, security, access authorisation, classification levels, SAP integration, e-signature compliance under Turkish Law no. 5070, Active Directory integration, reporting, responsive design, user experience, cloud and on-premise deployment, workflow design capability, registered e-mail compliance, the TS 13298/T1 standard, UETS and DETSIS compliance, compliance with the Presidential Official Correspondence Guide, a built-in editor, MS Office integration, domestic development, training services, demo performance, unlimited read-only licences, support and maintenance, and the delegation framework.

Results

The final ranking combines criteria score, additional capabilities, drawbacks and the ten-year price score across all eight products. Estimated implementation times range from one week to three or four months, and annual maintenance rates from 10% to 35%.
